The GTX950 can run most MMO's at 1080P with very high or maximum visual quality settings no problem.
Your biggest concern with performance in massive open world games with streaming assets and/or zoning/loading into areas with lots of other players is going to be CPU performance and disk access performance. A strong i5 and big SSD are the keys to great performance in these games. The GPU just isn't going to play a very significant role in performance here as pretty much anything from a GTX650 or better can be adjusted to run most MMOs at 1080P with smooth frame-rate unless otherwise bottle-necked. I do not know why other participants in this thread are advising $300 GPU's for a 1080P-MMO build. That's a huge loss in value for your intended application.
